The rolling over points deduction is the MUCH better way to do it. If you know you getting relegated for four years, then need another four years, you immediately get players wanting to leave and those who stay will be less motivated, cause it means nothing at the end of the season. Do the players really get motivated by shaving off ten extra points of the deficit. You get humiliated by opposing fans laughing at you, even if you win, it means absolutely nothing at the end. If they were relegated to league 2, I guarantee you, they keep 90% of their players and just run off a few easy promotions and continue like nothing happened. Players get paid for easy work, they get promoted every year, the fans will treat them as martyrs for staying loyal and they´ll be heroes to them.
